More and more Portuguese owners are looking for ways to share holidays and sunny days with their pets. Dogs have become family members, and the question naturally arises: can you take them to the beach in Portugal?

The short answer is yes — but with conditions. The vast majority of Portuguese coastal beaches prohibit dogs during the bathing season, which officially runs from 1 June to 30 September. Outside that window, the rules are much more permissive. There are, however, notable exceptions: beaches with dedicated dog zones, river beaches with more tolerant policies and some coastal beaches that allow dogs at specific times.

The law on dogs at the beach

In Portugal, beach regulation falls to the municipalities, within a national legal framework. Decree-Law no. 159/2008 sets out the legal regime for the use of beaches, and most municipal regulations prohibit animals on the sand during the bathing season.

The most common exceptions are:

  • Beaches with a designated zone for animals, properly signposted and with separate access
  • Beaches that allow animals outside bathing hours, usually before 9am and after 7pm
  • River beaches, which often lack a formal bathing classification and escape part of the regulation

Breaches can carry a fine. When in doubt, the best move is to contact the parish council or municipal hall before leaving home.

Officially pet-friendly beaches

Some beaches in Portugal have policies that explicitly welcome animals, either all year round or in specific zones.

Praia de Conceição — Cascais

One of the best-known beaches with a reserved area for dogs in Greater Lisbon. Cascais Town Hall has defined a specific stretch where pets are welcome, with its own signage. It is a few minutes from central Cascais and has good access.

Praia do Âncão / Quinta do Lago — Faro

In the heart of the Algarve, this beach within the Ria Formosa has a well-established pet-friendly section. It is one of the most popular among foreign visitors travelling with animals.

Praia Fluvial de Vilarinho — Lousã

This river beach in the Serra da Lousã illustrates the greater tolerance you find at river beaches. The natural setting, calmer and less regulated, makes it an excellent option for a relaxed day with your dog without worrying about restrictions.

Praia da Foz do Lizandro — Mafra / Ericeira

Located at the mouth of the River Lizandro, a few kilometres from Ericeira, this beach benefits from its dual nature — part river, part sea — to take a more flexible approach. It is popular with surfers and families, and dogs are generally well tolerated outside peak season.

Dog-tolerant beaches outside the bathing season

One of the most useful pieces of information for dog owners is that the vast majority of Portuguese beaches allow animals outside the bathing season, that is between 1 October and 31 May.

This opens up a huge range of possibilities. Beaches like Comporta, Guincho, Costa da Caparica, Mira or any other ocean beach can be visited freely with your dog during autumn, winter and spring.

A few tips for making the most of the off-season:

  • Always check the signage at the beach entrance before going in
  • During storms, weigh up the risks for the animal
  • On sunny winter weekends you may find spot-checks at very popular beaches

River beaches — the ideal alternative

River beaches are, without doubt, the most welcoming refuge for dogs in Portugal. Regulation is generally lighter, the water is calmer and warmer, and the atmosphere is usually more family-friendly and less crowded.

In addition to Vilarinho (Lousã), other strong options include:

  • Praia Fluvial do Penedo Furado (Vila de Rei) — in an area of great natural beauty
  • Praia Fluvial de Alvega (Abrantes) — on the banks of the River Tagus
  • Praia Fluvial de Ponsul (Idanha-a-Nova) — little known and very peaceful
  • Praia Fluvial de Malhada Velha (Góis) — in one of the wildest parts of the Serra da Lousã

Tips for going to the beach with your dog

  • Fresh water in abundance: hot sand and strong sun dehydrate dogs quickly; always bring plenty of water and a portable bowl
  • Guaranteed shade: dogs overheat much faster than humans; look for natural shade or bring a beach umbrella
  • Lead always within reach: even at pet-friendly beaches, it may be mandatory to keep your dog on a lead in the access area
  • Always clean up after them: it is both a legal duty and a matter of public courtesy; bring your own bags
  • Watch out for paws: very hot sand can burn the pads; prefer cooler hours
  • Care with salt water: some dogs drink seawater involuntarily; monitor intake and offset with fresh water

Taking your dog to the beach in Portugal is perfectly possible, provided you know the rules and pick the right spot. River beaches are the easiest, most worry-free option. For those who prefer the sea, there are dog-friendly alternatives during the bathing season — and outside it, the whole country opens up to your animal.
